(Geneva, Switzerland) Position of Vietnam-backed government with regard to food distribution and stance of UNICEF and Red Cross outlined; results of negotiations noted being that little food has found its way into Cambodia [Refugee affairs coordinator Dick CLARK - comments.] Estimated starvation deaths by end of year unless program is implemented soon cited.
