(Studio) Chester Plummer refuses to halt upon command after scaling White House fence and is shot and killed.
REPORTER: John Chancellor

(DC) Plummer, 30, was first noticed outside White House by group of women protesters. [Judith WITHEROW - says Plummer was carrying piece of pipe that looked like weapon.] An officer called a warning to Plummer and then shot him. President Ford, in study, didn't hear the shot. Plummer drove taxi in DC. [Taxi driver Robert HARRIS - says Plummer told him he kept pipe in case someone tried to rob him.] [Father Chester PLUMMER SR. - says seems killing unjustified.] Secret Service has no plans for tightening White House security. Press Secretary Ron Nessen says Ford felt that the security officer had done his duty.
