(Studio) United States and Cuba open informal diplomatic relations again. As group of United States diplomats in Havana open old United States embassy, they find machine which sold Coca-Cola for 5 cents and official photograph of Dwight Eisenhower. Cubans open informal embassy in Washington, DC at same time.

(Havana, Cuba) United States mission chief Lyle Lane, accompanied by Swiss ambassador, pays visit to Cuba deputy foreign minister Pelegrin Torras. [LANE - notes it was basically courtesy call, but did introduction issue of repatriation of American citizens and families, which Senator Frank Church had discussed with Cuban leaders on earlier visit.] Next step in relations seems to be up to Cuba; Castro must make highly visible concession, like reducing troops in Africa.

(DC) Welcome for Cuban diplomats at Czech embassy in Washington, DC noted. There is no sign Cubans ready to make immediate concessions with regard to troops in Africa, compensation for United States assets seized by Castro, its behavior in Caribbean or human rights issue. [Undersecretary State Philip HABIB - calls this beginning of ability of 2 ntns. to speak directly; notes dialogue won't always be easy.] Cuban representatives say lifting trade embargo must come 1st. [Cuban mission chief Ramon Sanchez-PARODI - notes previous requests to eliminate trade embargo before full normalization can take place.] Though there has been great deal of antagonism between Cuba and United States, with ceremonies today 2 ntns. will begin to try to deal with remaining problems more rationally.
