(Studio) President Carter presents Medals of Freedom to Dr. Jonas Salk and to widow of Dr. Martin Luther King.

(DC) Carter says Salk relieved human suffering in field of health and King in field of human freedom. [SALK - hopes world will see Carter's recognition of importance of human rights and health.] [Mrs. Coretta KING - notes significance of Carter presenting award to King.] On Sunday, incoming director of NAACP (National Association for the Advancement of Colored People) , Benjamin Hooks, says Carter not responding to concerns of blacks as many thought he would.
