(Tallulah, LA) Black police chief Zelma Wyche closes white bar for law violations. [Unidentified white CITIZEN - says Wyche by-product of Johnson admin civil rights act; 78% of those who voted for him illiterate.] Wyche maintains racially balanced force. [Wyche - favors law and order.] Wyche believes he's helping Louisiana blacks walk without fear.
