[Secretary of State George SHULTZ - considers raids totally unjustified; denies South Africa's claim raids were same as United States attack on Libya.] Shultz's remarks noted coming following meeting with Botswana foreign minister Gaositive Chiepe. United States expulsion of South African defense attache and recall of United States defense attache reported; decision not to recall United States ambassador Herman Nickel mentioned.
