[SHULTZ - declines comment.] Soviet proposal, reported in "Washington Post", said outlining indirect swap of Daniloff for accused Soviet spy Gennady Zakharov. [Henry KISSINGER - feels Daniloff should be released before United States considers Zakharov deal.]
