(DC) Democrats say Allott bill stolen from McGovern-Hatfield Amendment, table resolution. [Senator George McGOVERN - wasn't major dove victory; "no" votes opposed procedure.] [Senator Gordon ALLOTT - thinks Democrats decided to defeat all end war amendments beyond Byrd amendment.] Admin. expects to lose Griffin amendment ensuring funds for South Vietnam and Thai troops in Cambodia, thinks Cooper-Church will pass.
