[CARLUCCI - says system must not be wrapped in new straitjacket of regulations.] FBI suspicion that former assistant Secretary of Navy Melvyn Paisley steered contracts to McDonnell Douglas Corporation and General Dynamics Corporation while still in office reported [General Dynamics spokesperson Al SPIVAK - says there is no evidence of payments to Paisley or his wife.] Possibility that corrupt arms buying practices may have gone on for 7 years noted.
