Reagan's comments this wkend. about black civil rights leaders quoted. [Jesse JACKSON - says Reagan never supported a civil rights bill.] Bush's efforts to reach out to blacks listed. [Former Urban League president Vernon JORDAN - says Bush is off to good start.]
