[At Texas A&M Univ., BUSH - says United States seeks integration of USSR into community of ntns.] Bush reported calling for certain actions on part of Mikhail Gorbachev in Europe. [BUSH - says tear down Iron Curtain.] Revival of old concept of mutual surveillance of air space noted. [BUSH - says territorial access would promote openness.] Announcement yesterday by Gorbachev of unilateral arms cuts recalled.
