[KENNEDY - don't deserve victories if don't know how to lose.] Byrd major includes critically ill Senator Richard Russell's proxy vote. [BYRD - decided to run if no change in condition of Senator Russell at time of vote; had Russell's proxy.] Vote indicates lack of confidence in Kennedy leadership ability; may doom President prospects.
