(State Department: David Ensor) Latest developments in planned talks between United States and Iraq featured; Iraqi President Saddam Hussein noted deciding not to send Iraqi foreign minister Tariq Aziz to United States on Monday. [On CNN, deputy Secretary of State Lawrence EAGLEBURGER - says a meeting between Hussein and Secretary of State James Baker would not take long.] [Representative Richard GEPHARDT - says United States is paying too much money in the Persian Gulf.] Statement from CIA director William Webster that Hussein is not likely to withdraw from Kuwait until he faces military attack reported.
