The nation's crime rate holding steady at the lowest level since such numbers have been kept. The latest Justice Department survey showing violent crime, which includes assault, rape and armed robbery, continues to drop. Now, murder is not a factor because the study is based on statements by crime victims. The rate for property crimes, that's burglary, theft and motor vehicle theft did increase slightly last year....
