(DC) Bill may collapse. Senator irritated at UN; proposes aid cuts from 31% to 25%. Senator approves amendment to make United States assessments by United Nations subject to annual Congress approval. [Senator Frank CHURCH - says foreign aid is now corrupt; cites instances.] Few Senator friends are for United Nations and foreign aid.
