(Washington: Stephen Aug) Decision by the Federal Communications Commission on syndication rules for television examined; details given of 1970 decision that gives rerun rights to independent producers who then lease the programs to the networks. [NBC executive vice president Richard COTTON - says this decision protects 7 Hollywood studios against competition from the networks.] [Motion Picture Association of America Jack VALENTI - says the networks will "own" the small producers.]
