REPORTER: Howard K. Smith
(NYC) Tells story involving detective friend. Says he minds when law and order rhetoric hurts policeman. Pols. don't say that things could get much worse. Pols. and their supporters want punks beat on the head, but they won't be there when riot starts. Pols. want to turn social problems over to police. Pols. have new way to get innocent cop killed.
