[GORBACHEV - (thru translator) says economic cooperation is linked to Western help.] [State Department spokesman Richard BOUCHER - analyzes Gorbachev's speech.] President Bush said resigned to Gorbachev's appearance at the Western economic summit in July. [British foreign minister Douglas HURD - says a scheme for using aid must precede aid.]
