[FDA (Food and Drug Administration) commissioner Dr. David KESSLER - talks about the drug review system.] [Psychiatrist Dr. Ian OSWALD - criticizes FDA.] Upjohn's response to Oswald noted. Cases involving Halcion and silicone breast implants said showing that FDA (Food and Drug Administration) may need more independent investigators.
