(India-Bangladesh Border) 10 million refugees; cost to India high. Returning refugees problem for Bangladesh. Destruction of homes shown, hsing. problems crucial. Food plentiful, but many have no money. Plight of Bihari Muslims desperate, denied food. Red Cross denied permission to aid them. Negotiations continue; financial aid needed; old hatreds feared.
