(Lisbon: John McWethy) Urging by Secretary of State James Baker that the European Community take action to help end the war in Bosnia featured. [At conference in Lisbon, Portugal, BAKER - calls it a "humanitarian nightmare."] Push for mandatory sanctions said to be the first move suggested by the US. [BAKER - describes the medical supply situation in Bosnia.] Positions of France, Greece and the new German foreign minister Klaus Kinkel on the situation in Yugoslavia outlined.
