(DC) Communist China negotiating for 80-120 United States planes for $1 billion. Aviation broker James Ryan negotiating deal privately; government intercepts documents related to deal. [RYAN - says government reaction to deal favorable; in response to reporter question, thinks Communist China serious because obtaining air rights; says military aircraft sales to Red China forbidden, sale of commercial aircraft probably approved.] Deal also involves training Red China ground crews and pilots; deal requires President approval; would be boost to United States aerospace industry
