(Newark, New Jersey) Teachers charge School Bd. obstinacy and lack of leadership from Mayor Kenneth Gibson have prevented settlement. [Anthony IMPERIALE - says must be decided whether decent people or idiots like Gibson and School Bd. will control.] Blacks, Puerto Ricans support School Bd. [Teachers' Union Vice President Clara DASHER - says 80,000 children being hurt by strike.] [Assistant School Supt. Dr. Benjamin EPSTEIN - fears loss of children, as drop outs, result of length of strike.] Mayor Gibson may ask New Jersey to take over Newark Schools.
