(In eastern Arkansas: Linda Pattillo) The dispersal of money through the federal program for disabled children in Arkansas examined; scenes shown from Parkin, Arkansas, while the Supplemental Security Income (SSI) program is explained. [Mother Brenda SMITH - comments.] [Arkansas legislature state representative Pat FLANAGAN, former teacher Sarah BROOME, teacher Theresa SANDERS, East Arkansas Children's Clinic Dr. Curtis PATTON - explain the abuse of the SSI system.] The ease with which children can be certified as disabled so that their parents can then can get direct payments from the government outlined.
