[Dr. Joseph COULTER - points out horse with disease; says will be dead within 48 hrs.] Owners demanding vaccine to protect stock [Rancher Edward CLOUD - says vaccinating horses, spraying to control mosquitoes.] Vaccine arriving too late to prevent epidemic.
