(Moscow: Gillian Findlay) The politics behind the announcement from Russian President Boris Yeltsin of a proposed peace plan to end the fighting in Chechnya featured. [Russian forces in Chechnya commander General Vyacheslav TIKHOMIROV - (thru translator) says Yeltsin's deadline will not work.] Yeltsin's refusal to negotiate the issue of Chechen independence noted. [Military analyst Pavel FELGENHAUER - comments.] Yeltsin's pragmatic hope that his offer of a solution will help him win reelection noted.
