[State Department spokesman Glyn DAVIES - says NATO patrols are being stepped up.] The connection between the war criminals and refugees issues outlined. [International Crisis Group Sir Terence CLARK - comments.] [UN High Commission for Refugees Randolph RYAN International Rescue Committee Mark BARTOLINI - say the refugees have the right to go home, but the nation may be heading toward partitioning.]
