(Youngstown, Ohio) Environmental Protection Agency tests show 15 mile stretch of Mahoning River dead from steel industry pollution. [EPA spokesperson Chris POTOS - says use of river as open sewer both repugnant and contrary to federal water pollution act.] [Steel company attorney William HARNISCH - says proposed changes would require massive expenditures for which need hasn't been demonstrated; expenditures would cause decline of local steel industry]
