(NYC) New York City welfare program now requires able bodied welfare recipients to perform community work to remain on welfare; 18% welfare checks go unclaimed as new rule, requiring recipients to pick up checks in person, goes into effect. [McKinley BEAN - says would rather work than sit at home.]
