(DC) Johnson telegram asks Texans to close ranks behind Vice President Hubert H. Humphrey. Telegram praises Humphrey and says Democrat victory will mean difference between world order and chaos. President feels there's no justification for media charges that he is trying to dictate Vice President's statement. He expects Vice President to be his own man. Media will report policy differences.
