(Nashville) Nashville caught in bind between court ordered busing and local and Federal gov't. refusal to pay cost. School starting times staggered from 7 to 10 a.m. due to bus shortages. [School Director, Dr. Elbert BROOKS - denounces lack of gov't. financial support to implement busing.] [Metro councilman, Dr. Richard ADAMS - says if Federal gov't. imposes order they should subsidize it.]
