(Philadelphia, Pennsylvania) [TREFF - describes telephone negotiations with 6 Wall Street brokerage firms whereby he received $200,000 in dividends, without investing money.] (New York) [Vice President, N.Y. Stock Exchange, Lee ARNING - says investigation into incident underway.] Treff made no collection on investments. Wanted to show up lax security.
