[Senator Edmund MUSKIE - will applaud action if it results in peace.] [Senator Hubert HUMPHREY - would rather see end to fighting in Vietnam rather than end to political fighting at home.] [Senator George MCGOVERN - calls plan clever election year political maneuver.] [Senator Edward KENNEDY - calls for 1, instead of 8, point plan, withdrawal of all United States support in Vietnam in exchange for prisoners.]
