(Studio) Senator votes to put off action on welfare reform until competing proposals have been tested.

(Capitol Hill) 3 plans to be tested: Nixon's family assistance; Senator Ribicoff's more liberal plan; and conservatives' work fare plan. [RIBICOFF - blames Nixon for defeat of welfare reform.]

(DC) [Department of Health, Education and Welfare Secretary Elliot RICHARDSON - says Nixon supports House-passed version. Senators Ribicoff and Long representative liberal and conservative extremes.]
