(Studio) Representatives of Communist and non-Communist European ntns. meet in Helsinki, Finland, to begin preparations for European Security Conf. Objective is reduction of NATO (North Atlantic Treaty Organization) and Communist-bloc forces in Central Europe.

(Helsinki, Finland) 35 ntns. take part, include US, USSR , NATO (North Atlantic Treaty Organization) and Warsaw Pact countries. Only Albania refuses to attend. Can ntns. do anything? [US Ambassador Val PETERSON - says ntns. must try to bring about better peace.] But old and bitter memories die hard.
