(Studio) United States troop strength in Vietnam reduced to 27,000. Will be no further reductions during peace talks.

(White House) Pentagon officials and Defense Secretary Laird meet President to discuss Southeast Asia. [White House News Secretary Ronald ZIEGLER - says Kissinger will continue negotiations in Paris, France.] United States using troops in Vietnam as lever in talks. South Vietnam President Thieu's special envoy Nguyen Phu Duc confers with Nixon 2nd time and with Secretary of State Rogers. Duc wants summit conference between Nixon and Thieu, and wants all North Vietnam troops to withdraw from South Vietnam as part of settlement, but United States probably will not agree to either. Kissinger returns Paris, France, for further sessions December 4.
