[Chicago police department William HAYES - says Smith is shooting people all over the state.] [Illinois state senator Ira SILVERSTEIN - comments.] [Decatur police Lieutenant Mike METZLER - describes a shooting in Decatur, Illinois.] Smith's previous troubles with the law discussed.
