(Studio) Industrial, densely populated Japan has bad pollution problem. Govt. and industry will spend $35 billion in next 10 years on corrective measures.

(Tokyo, Japan) Japanese government moving industry out of congested areas. Companies will get tax write-offs for moving to new areas; will also get subsidy from government Opponents of plan say this will only spread pollution, not end it.
