(Studio) USSR Communist party chief Brezhnev responds to United States action in Vietnam.
REPORTER: Howard K. Smith
(Moscow, USSR ) Brezhnev condemns bombing as barbaric act of aggression. Says US-USSR relations may turn on question of Vietnam. At same time, remarks suggest USSR not so upset by bombing of Vietnam as to allow this question to interfere with other matters between United States and USSR .
