[New Shiloh Baptist Church Reverend Harold CARTER - says Bush wants to seen as wanting the black vote.] [Before NAACP (National Association for the Advancement of Colored People) , BUSH - speaks about "the party of Lincoln" and blacks.] [Community development activist Jackie CORNISH - speaks about Bush and capital punishment.] The traditional Republican strategy of writing off the black vote noted. [CARTER - says Bush is saying the old order is over.]
