(Studio) Commission recommends New York state legalize and take over gambling. Errors anticipated. New York City off-track betting on horse races cited as example. Commentator recommends legalized gambling: (1) universally, applying to all forms of gambling; (2) government involvement limited to licensing bookmakers; (3) tax bite on bookmaker's gross serving as revenue; (4) winnings exempt from all taxes.
