Democrats could have nominated man of new leadership (McCarthy) but nominated man of old pols. (Humphrey).] Nixon and Governor George Romney visit black neighborhood. Approve privately financed job placement center [NIXON - speaks of group channeling force.] [WOMAN - says volunteers need to feel pride.] [NIXON - says discipline involved.] Michigan rated as toss-up.
