(White House) Saigon will negotiate. President Johnson expected to make announcement welcoming move. Details not disclosed but apparently similar to outline given by Defense Secretary Clark Clifford. NLF representatives evidently considered by Saigon a part of Hanoi delegation. Johnson goes to Texas for Thanksgiving.
