(DC) Nixon television presentation of Cabinet noted. To be familiar faces; young talent limited. 1 problem: urban crisis. Moynihan favored. Hubert Humphrey had advocated urban affairs committee Approach by administration questioned. Nixon wants tax credits for business for employment training, slum clearance efforts. Clark Clifford talks with regard to use of Defense Department facilities for social welfare purposes. Constructive, not destructive use of expensive Defense Department outlay welcomed. Other ways considered.
