(Belfast, North Ireland) Ulster Parliament holds final meeting at Stormont, as 1000's rally. Protest said futile as Protestant government exits. Outgoing P. Min. Brian Faulkner addresses crowd. [FAULKNER - denounces Brit. action; calls for political, not terrorist, protest by Protestant citizens.] [Vanguard leader, William CRAIG - calls for unity of Protestants.] Protestants have shown capabilitY of disrupting Ulster with strike. Political future of British government, Protestant protest uncertain.
