(DC) Defense Secretary's comments should end speculation with regard to troop withdrawals. Troops in Vietnam not to be incrd. or decrd. South Vietnam Army now into more fighting and enemy unable to expand and intensify fighting. Solid gesture by United States may be fruitful now. Stopping bombing of North Vietnam is real argument.
