(Studio) Israeli For. Min. Abba Eban says Israel won't accept USSR plan for Mideast settlement. Says plan just like 1 United Nations rejected in November Plan would require Israel to return to positions before June, 1967, war; Arabs would end 20 year state of belligerency with Israel. Eban says plan wouldn't guarantee frontiers or insure free access to Suez Canal. Reporter Marvin Kalb says United States representatives reject plan's idea for USSR to join West powers in guaranteeing Mideast peace. United States says that won't work without direct Arab-Israeli settlement.
