(Studio) Outgoing Department of Health, Education and Welfare secretary Wilbur Cohen proposes 50% social security increase; reduce poverty drastically. Made report at Senate hearing on hunger.

(Capitol Hill) Cohen challenges progress report given by Agriculture secretary, Orville Freeman. Cites widespread malnutrition and recommends food distribution be transferred from Agriculture to his department [COHEN - Department of Agriculture determined by agriculture producer. Department of Health, Education and Welfare staff not subject to congress cmtes., outside interests, or agriculture producers.] Chairperson George McGovern, South Dakota, finds Cohen view more realistic, but not ready to shift program. McGovern wants Congress commitment to end hunger; wouldn't help cause to buck Agriculture Department and other cmtes.
