Nixon Department of Health, Education and Welfare secretary appointee doubtful of Nixon proposal of automatic social security raises tied to cost of living. Nixon proposed more on payrolls, not welfare; conflict with Secretary of Treasury designate. Defense Secretary Laird wants to negotiate with Russians on basis of superior military strength.
