Nixon signs order setting up Urban Affairs Council to deal with city problems; Daniel Patrick Moynihan to be executive director [MOYNIHAN - 73% American population lives in cities; staff is black, white, young, smart and bushy-tailed.] White House machinery set up for problem solving.
